#### **Land Watch — Westfield & Northern Hamilton County**

Week of October 26, 2026 · WKRP Indy Real Estate

*We missed last week, so this one covers two. Westfield put commercial ground on SR 32 into a TIF district with a fresh 25-year clock, two very different large projects are moving at very different speeds, and the school referendum is on next week's ballot. That last one matters to anyone who owns commercial property in the district.*

##### **1. TIF**

**SR 32 just got a fresh 25-year clock**

Westfield's Redevelopment Commission added commercial parcels along SR 32, from Oak Ridge Road to just west of Towne Road, to the Eagletown Economic Development Area. The added parcels get their own 25-year window for capturing tax increment, starting with this approval. Pulte's Eagle West, 127 acres now cut to 252 homes from 270, was left out of the district and is still under review.

At the same meeting the commission approved a little over $2.3 million for Grand Park. That's $1.2 million to Keystone Group for a ball diamond, parking and stormwater work at Grand Park North, and $1.13 million for the building pad and access road for the $88.6 million ice arena on the south end.

For land, a parcel inside a TIF district with decades left on the clock is a parcel the city has a way to help with: roads, utilities, or bonds the new building pays back. Being in the district doesn't sell a site by itself. But when a user is choosing between two pieces of ground, the one where the city can close a gap usually gets the call.

##### **2. DEVELOPMENT**

**One big project filed, one on hold**

IBJ reported a proposal called "161 and Monon": about 141 acres and roughly $250 million, with hundreds of residences, about 250,000 square feet of office, and more than 175,000 square feet of retail, restaurants, entertainment and a grocery store. The office is the part to watch. That's a lot of office to plan in this market, and it's a bet that the demand is coming here.

Up by Grand Park, Mayor Scott Willis said the developers behind Grand Universe, the $1.2 billion project on 66 acres, are still committed. IBJ also reported that ongoing litigation has left its construction timeline uncertain.

Both are paper right now. Ground near either one gets priced off what people expect to happen, so watch which one actually starts moving dirt first.

##### **3. SCHOOLS**

**The WWS referendum, by the numbers**

Public Question 3 on the November 3 ballot asks Westfield Washington Schools voters to approve an operating referendum of up to $0.3941 per $100 of assessed value for eight years, capped at $38 million a year. The district says it would start lower, around $0.3381, and that it replaces the operating referendum voters passed in 2022, which expires at the end of this year. The district says the money goes to school safety, class sizes and teacher retention.

For a home assessed at $426,700, the district projects a net increase of about $148 a year after the current referendum rolls off and the state's homestead credits are applied.

Commercial owners should run their own number. The referendum rate applies to every property in the district, including commercial. At the projected starting rate, a building assessed at $5 million would pay about $16,900 a year toward it, much of which replaces what it already pays under the 2022 levy. This is a land newsletter, not an endorsement. The point is to know what's on the ballot and what it costs.
