Kroger came back to the plan commission with a redesigned store at 146th and Towne Road, a fuel and restaurant project at SR 38 and East Street heads to a vote this week, and USA Gymnastics moved a step closer to a $100 million-plus campus up the road in Noblesville.* #### **1. RETAIL** **Kroger redesigns to fit 146th and Towne** At the October 27 Advisory Plan Commission meeting, Kroger presented a redesigned 100,000-square-foot Marketplace store near 146th Street and Towne Road. It now uses higher-grade materials and has a 12-foot wall along the back of the building to cut noise and hide loading. The site is 98 acres, approved for development in 2013, with commercial and a separate residential zone. Midland Atlantic is developing the commercial side and Old Town Companies the residential. The residential side got smaller. It went from 480 permitted multifamily units to 335, plus about 170 townhomes with rental covenants. The buffer between buildings grew to 145 feet, with 6-foot mounds and a 6-foot fence. At least 50 residents emailed commissioners about trail connections, emergency access and dead-end streets. Commissioners complimented the changes. Council member Victor McCarty, who also sits on the APC, said Kroger had been more flexible with neighbors than Costco has been on its plan at 191st and East Street. Costco's next workshop is November 16. Two big grocers, two different approaches, and the one that bends to the neighbors is the one moving. #### **2. SPORTS ECONOMY** **USA Gymnastics picks its team in Noblesville** Current reported October 27 that Noblesville has selected the team to lead the USA Gymnastics Training and Wellness Center. The project is a campus of about 200,000 square feet at Innovation Mile along I-69, at more than $100 million, with headquarters offices, training space and a venue for youth and high-performance events. Fox59 reported the proposal could have the city pay up to $37 million. Construction is targeted for March 2027 and opening for May 2028. Grand Park made the case that youth and amateur sports bring hotel nights and restaurant traffic every weekend. A second venue in the county is company for Westfield, not competition. The more events the county hosts, the more reason hotel and restaurant users have to commit to sites near the venues. #### **3. ZONING** **SR 38 and East Street gets its retail rules** The same APC meeting took up changes to the Northpoint PUD, also called the Shoppes District, at the southeast corner of SR 38 and East Street near Grassy Branch Road. Westfield Petroleum LLC has proposed a group of buildings there with a fuel station, convenience store and space for specialty restaurants. Its representative from Nelson & Frankenberger noted the PUD does not allow fast food or drive-thru businesses. Current reports the proposal returns to the APC on November 4 for a recommendation vote and could reach the city council on November 9. That no-drive-thru line matters. In most of Hamilton County, a fuel corner with outlots is a QSR pad play. Here the PUD rules that out, so the buyers for those outlots are sit-down and specialty operators, not drive-thru chains.
