I know the city has been evolving ever since the Quakers established a community here, though we see only a few remnants of that era today. But in my time, the pace feels accelerated. We have Grand Park, which draws 5 million visitors along our country roads for youth sports and the Colts training camp. We also have US 31 and SR 32 running right through town, providing a fantastic cross-state transportation system. And finally, we boast perhaps the most amazing bedroom community for families seeking top-rated schools, appreciating home values, and world-class public safety. As Westfield transitions from a simple place to call home, what's next on the standard redevelopment agenda? Mixed-use developments!Mixed-use developments typically feature multi-story buildings with retail space on the ground floor and office or residential space above. They're often paired with a parking structure to minimize the footprint and provide an "off-hour" amenity for communities and downtowns with limited space. Mixed-use projects are popular for several reasons. From a municipal standpoint, they create a high long-term tax base in a relatively small area that previously offered limited returns. For instance, a property with a 3,500 sq ft office building on 0.3 acres, valued at $1 million, might generate about $30,000 per year in taxes. That's fine if it's a nice property providing community services, but it limits the city's revenue potential and opportunities.A city would prefer to assemble that 0.3 acres into 1 or 2 acres and redevelop it with a mixed-use project. With a $30 million development on the same site, tax revenue could triple, and the benefits are immeasurable. You bring hundreds of residents directly into the marketplace, driving demand for new restaurants, clothing shops, insurance agents, and gyms. It also attracts new businesses—like a pizza tavern or steakhouse—that wouldn't typically show interest without the residents and a sleek new building. Finally, it can include amenities like a larger parking structure to alleviate congestion from on-street parking and help small property owners avoid handling it alone. So instead of a dentist's office that serves a few hundred people and generates modest income, you get a beautiful new building with hundreds of new residents and a parking garage—all pushing the local economy to scale quickly. It's hard to say no to mixed-use in Westfield.Sure, it's not perfect, and there are many variables with these projects, but generally speaking, more people, more services, and more parking are a win for an emerging city.
